Summary: Questions to be studied: - Study the operating environment for OTT players and impact thereof on the provision of international telecommunication services covering the following areas: Assessing the playing field for OTT players. Analysing the impact of OTTs on competition in the provision of international telecommunication services. Exploring a level playing field for OTT players and network service providers. Exploring collaborative models for OTT players and Network Service Providers contribution to infrastructure development. Exploring the feasibility of levying OTT players in contribution to universal service and the logistics of collection. Exploring relevant economic and fiscal incentives to accelerate digital transformation over international telecommunications/ICT network and services. Considering any other economic and policy issues pertaining to OTT players related to the provision of international telecommunication services.
