在许多国家,管理电子废弃物已成为一个重大问题。新兴经济体仍然面临诸多挑战,阻碍了对电子设备和电子废弃物的有效管理。当中的许多国家没有合适的设施来处置电子设备和电子废弃物,并且由于缺乏关于电子设备和电子废弃物的可量化数据和统计数据、政策、法规、标准和执法策略不完善、利益攸关方参与/合作程度低以及专业知识有限,因此没有适当的实施框架和结构。高等教育机构通过其影响力和个人发展在引领社会方面发挥着至关重要的作用。随着社会问题变得越来越复杂以及学术界、产业界和政府之间的界限变得越来越模糊,高等教育机构必须继续成为发展的基石。与其他高等教育机构相比,大学能够更好地确保实现电气和电子设备(EEE)的循环利用,以最大限度地减少废弃电气和电子设备(WEEE)的影响。作为高等教育机构的典范,大学的作用是提供培训、开展研究、分享知识、理念、研究成果和创新成果,为其自身和周边社区谋福利。大学有能力为正式培训开发关于生命周期经济过程的课程,包括电子废弃物管理,并为非正式和非正规培训开发资料。大学也可以共同努力,研究和提供可靠的信息,用于制定政策、制定本区域进出口标准和战略。因此,ITU-T L.1033建议书旨在指导高等教育机构在管理电子资源和电子废弃物的关键问题上开展合作并做出贡献。它通过检查这些机构在每个EEE和WEEE过程中的有效参与情况,探讨这些机构如何参与EEE循环。 |
