تقدم هذه التوصية وصفاً لنظام مسؤولية المنتِج الموسعة (EPR) في التعامل مع المخلفات الإلكترونية. وتعرض بالتفصيل مختلف الأشكال الموجودة على الصعيد العالمي لمسؤولية المنتِج الموسعة، ليس فقط من الناحية النظرية بل وأيضاً من منظور عملي بشأن إمكانية تحقيقها والتحديات التي تطرحها والشروط المسبقة المرتبطة بها. وتقدم تعريف نظام مسؤولية المنتِج الموسعة، بالإضافة إلى أدوار ومسؤوليات مختلف أصحاب المصلحة، والأنواع المختلفة لمسؤولية المنتِج الموسعة إلى جانب كيفية استخدامها في سياقات معينة وليس في غيرها وسبب ذلك. وتُعرض أيضاً آلية التمويل التي تكمن وراء كل أسلوب والهيكل التنظيمي المتوقع تنفيذه. وتختتم هذه التوصية بالعديد من أفضل الممارسات المستمدة من الساحة الدولية، بما في ذلك البلدان المتقدمة والبلدان النامية والاقتصادات الناشئة، فضلاً عن التحديات التي تواجه في بعض الحالات. |
