Capture of information for ESIM for Non-GSO Satellite Systems under Resolution 123 (WRC-23)
Earth station in motion (ESIM) under Resolution 123 (WRC-23) must be submitted in the form of a modification to a previously notified non-GSO satellite network or system. This modification should contain frequency assignments in fixed-satellite service (FSS) only for ESIMs under Resolution 123 in the frequency bands 17.7-18.6 GHz, 18.8-19.3 GHz, 19.7-20.2 GHz (space-to-Earth), 27.5-29.1 GHz and 29.5-30 GHz (Earth-to-space).
In Notice tab of SpaceCap v.10, please select the type of satellite network or earth station as “NonGeoStationary Satellite Network", then select that your notice submitted under No.11.2 (Notification), and from the drop-down list, please select “RES123" (see pic below).
It will be automatically set up that this notice is intended for “Modification". Please take care that the BR Identification No. of Station to be modified must be indicated, that would be the notice ID of the notification of the non-GSO FSS satellite system containing the typical earth stations.
In Group tab (Characteristics common to a group of frequencies) of SpaceCap v.10, please choose the class of station of space station in the fixed-satellite service (code “EC"). No other classes of stations can be used in modification for ESIMs under Resolution 123.
In the mentioned tab, please also provide additional Appendix 4 data items required for aeronautical earth station in motion (A-ESIM) under Resolution 123, such as:

For the aircraft fuselage attenuation mask (item A.36.b of Appendix 4), a mask ID should be captured as “1". Currently, the only possible mask to be submitted is the fuselage attenuation mask in Table 4 of Annex 2 to Resolution 123. Therefore, it doesn't matter what mask ID you will provide, the Bureau will consider it as only one possible option.
In addition, information concerning a point of contact for the purpose of tracing any cases of unacceptable interference from non-GSO ESIMs and to respond immediately to requests from the focal point of the affected administration (item A.36.c of Appendix 4) should be provided in Group tab (General characteristics) of SpaceCap v.10 (see pic below).
Please click on the button “Manage POC" in order to provide required information for the point of contact. In the appeared window please choose “Create/Modify a new point of contact" tab and provide all information listed (see pic below).
In Associated Earth Station tab of SpaceCap v.10, please choose the class of station of aeronautical or maritime earth station in motion communication with a non-GSO station in the fixed-satellite service (codes “UO" and “US"). No other classes of stations can be used in modification for ESIMs under Resolution 123.
