A Growing ICT Industry Better Serves the Social and Economic Development

Mr. Chairman, dear delegates, ladies and gentlemen,
 
I’m very pleased to attend the ITU Plenipotentiary Conference at this beautiful city of Guadalajara. On behalf of the Chinese delegation, may I express our sincere gratitude to the government of Mexico and the ITU as well for the hospitality and considerate arrangements for the conference, and we wish the conference a complete success.
 
The fast-growing information and communication technologies and industry highlight the social and economic life in today’s world. The Chinese government has put high priority on the ICT industry ever since its reform and opening-up. As a result, the ICT industry in China has developed in leaps and bounds, and has become the fundamental and strategic industry of our national economy, playing an increasingly important role in the economic growth, social progress and improvement of people’s living standards. As the new round of technology and industry revolution is on the horizon, we’d like to speed up the development of our ICT industry and facilitate the process of building the information society.
 
Firstly, to build the new generation of network infrastructure. We would accelerate the development of 3G network and encourage the smooth upgrading of the existing networks. The next generation and fiber optic broadband networks will be built and the rural ICT infrastructure be improved under the overall planning. Internet of Things will be developed to satisfy the practical demands of the users. Meanwhile, we expect to see the substantial progress to be made in the convergence of our telecommunication network, broadcasting and TV network and the computer network.
 
Secondly, to focus on the ICT innovations. Based on the market demands, we would set up an innovation system with the businesses playing the dominant role and combining the efforts of the industry sectors, academia, research institutions and users. We would place more focus on the R&D and industrialization of the key technologies such as the next generation wireless broadband communications, next generation Internet and cloud computing. We believe that breakthroughs in the core technologies will lead the industry to a new leap forward.
 
Thirdly, to promote the ICT applications in the social and economic life. China has made the policy of integrating the ICT applications with the industrialization, by which the ICTs are leveraged to restructure the traditional industries, incubate the emerging ones and enable the energy conservation and environment protection. Moreover we encourage the accelerated development of e-governance and e-commerce as well as the ICT applications in various industry sectors.
 
Fourthly, to strengthen the international exchanges and cooperation in the ICT field. Reform and opening up has been the fundamental state policy of China, whereupon China, in the principles of equality and mutual benefits, would like to increase the exchanges and cooperation with the other countries in the fields of ICTs, services, policies, standards and talents, aiming at the prosperous growth of all involved.
 
Mr. Chairman, dear delegates,
 
China appreciates the significant role of the ITU in promoting the global ICT growth and expects the ITU to continue its efforts in strengthening the international cooperation, policy exchanges and information sharing and in helping the developing countries with their poor information infrastructure. The Chinese government is willing to increase the exchanges and cooperation with the ITU and its member countries and support the ITU for the sustained ICT development in the world.
 
Ladies and gentlemen,
 
It is our common mission to speed up the ICT growth. The ITU PP-10 serves as a good opportunity for exchanges and cooperation among its members. Let’s take it and make our positive contributions to the building of an inclusive information society where the ICTs can bring benefits to all the countries and their citizens as well.
