In this post, he has overall
responsibility for the Union's financial and economic
planning, and the implementation and follow‑up thereof,
acting as secretary of the budget control committees of the
Council and of conferences and assemblies held by ITU.
He also participates actively in the work being done within
the Union to modernize the organization through the
introduction of new management technologies and to improve
its efficiency. |

The various posts he has occupied in the International
Telecommunication Union have provided Mr S�nchez with broad
experience in the management of organizations, leadership of
work teams and implementation of modernization projects. Mr
S�nchez has also been involved in staff matters, his
effective management in this area having been confirmed by
the posts he has occupied as staff representative. |
A PROPOSAL FOR EVOLUTION AND MODERNIZATION
|
The International
Telecommunication Union is in full evolution. This evolution is
essential if the organization is to achieve its objectives and keep
pace with the rate at which the telecommunication market,
regulations and technologies are changing worldwide.
Above all, however, ITU must
evolve and modernize itself in order to achieve greater efficiency,
transparency and credibility for its Member States and member
entities. Such modernization must embrace, inter alia, the
use of new information and communication technologies as well as the
strengthening of dialogue between the different players involved in
the Union’s everyday management.
The candidacy of Mr Carlos
S�nchez for the post of Deputy Secretary-General of ITU is aimed at
achieving such modernization of the Union through new, more advanced
and efficient management and broader dialogue, particularly with the
organization's staff, in the interests of improving management
effectiveness.
Mr S�nchez’s experience in
posts of major responsibility within the Union, during a period of
change which has seen the introduction of operational planning, the
elaboration of results‑based budgeting and the time‑management
system, will guarantee the success of ITU’s future undertakings and
will strengthen and broaden its pivotal role in global
telecommunications.
The Member States and all
entities participating in the activities of ITU stand to benefit
from this new, more advanced and efficient management of the Union,
which will significantly enhance the returns from their involvement
in telecommunication regulatory, standardization and development
activities in the coming years. This new management will also
enhance the administration of ITU at the internal level.
With his leadership abilities and recognized
efficiency and transparency in management, the candidacy of Mr
Carlos S�nchez aims to provide an effective response to the various
concerns of the Member States of the International Telecommunication
Union.
