This research explored how participatory video processes can both inclusively engage citizens and build supportive relationships with dutybearers. This addresses two key challenges in building accountability for marginalised citizens: how to meaningfully involve the most excluded people; and how to shift relational dynamics so they can claim influence and expect governance response. Comparative case studies in Kenya and Indonesia used extended participatory video processes in order to negotiate the intrinsic practice tensions more effectively and ethically. The research outputs show how participatory video can better enable the pathways from video-driven action learning to video-mediated dialogue between marginalised communities and state actors.
