ENACOM considers Information and Communication Technologies (ICT) as a basic and indispensable human right for building a federal nation and digital citizenship. In this sense, we promote the financing of programs in order to bridging of the digital divide; create new jobs and develop specialized workforce for industries.As a distinctive feature, the Call to receive Non-Reimbursable Contributions in towns with up to 30,000 inhabitants makes it possible to improve or deploy network infrastructure for broadband access and its extension in unserved or underserved areas. The program finances up to 80% of the financeable items of the projects presentedAs a result of this public policy several projects have been approved and the amount awarded exceeded 2,500 million pesos (nearly U$S 14.500.000)

In most countries, the provision of ICT services is licensed or authorized by the National Administration, thus by having a specific universe of providers, it can be replicated.
The economic resources required for the execution of the program come from the Universal Service Fund, established by Law No. 27.078
Promote the deployment of infrastructure and technological updating to strengthen the creation of capacities associated with ICTs. Allow more citizens to access the Internet without the geography of cities being an obstacle Promote the availability of network infrastructure that allows the generation of new job and inclusion opportunities for those locations that are far from urban centers outside the coverage of large ISP, promoting access to information, education, culture, entertainment, and health, among others. Expand access to the digital environment for all citizens under equal conditions in terms of quality and affordability. Reaffirm the shared responsibility, cooperation and solidarity that promotes the public connectivity policy in order to bridge the digital divide.
