In the trainings to be organized for the personnel of the Ministry of Justice, at the planning stage; it is a system that allows necessity analysis, standardization of the curriculum, determination of the qualifications of the persons who will participate in the training, during the implementation phase, execution of the procedural correspondence processes required for the realization of the training program, and the cooperation of all institutions involved in the training program.
Thanks to BIPES, it has become possible to standardize the training so that a personnel should receive training depending on his job description, to make individual applications possible for the training subjects that are in the training plan or outside of this plan based on the individual needs of the personnel, and possible for institution managers to apply for development of the training subjects that are required.
It has been prevented that personnel retakes a training they have received, that personnel is mistakenly enrolled in two different training programs at the same time, and by controlling the dormitory and classroom capacity of the training centers during the training planning phase ensures that the program is not compromised.

In this way, by performing correct data entry, training opportunities can be offered to the personnel in need when they need it. Within the scope of the action line access to information and science, the educational objectives needed in the curriculum development process in trainings, standardization of the educational objectives and the education curriculum, and facilitating the access of lecturers to information. Within the scope of the action line enabling environment, determining the previous education of the people who will be included in the training program, selection of personnel suitable for the training program, the issues of preventing accidental re-training of personnel to the same training and it helps to create a transparent, democratic and egalitarian education environment.
