The Banyuwangi Regional Government (Banyuwangi Regency) develops an integrated e-governance system with several pillars of activity, as follows:- to encourage institutionalization of innovation and bureaucratic reform in business processes at all levels of government- to accelerate the development of people’s economy through optimization of ICT, especially in tourism sector and MSMEs- to build a human resource management system - to create reliable young generation who is capable in ICT in order to boost local potentialFurthermore, Banyuwangi has developed e-government initiative called "Smart Kampung" or "Smart Village". The objectives of the initiatives are for improving public services, economic empowerment, health services, developing education, enhancing human resource capital, alleviating poverty, and delivering legal information. “Smart Kampung” is expected to be a trigger for synchronizing among government’s working units while also improving the function of local government in serving the community. For the government of Banyuwangi, ICT has a significant function and role to bring service from the centre of government closer to the village. Banyuwangi is the largest district in East Java, covering 189 villages and 29 sub-districts. The distance of the village farthest from the city of Banyuwangi is 100 kilometers or 3 hours drive. Currently, the internet network infrastructure built by the government of Banyuwangi has linked many points, including:- 58 regional government working units- 60 health services (hospitals, health-center, health clinics)- 25 sub-district offices- 189 village offices and 28 urban villages- and 175 fiber optic villagesThe Internet network infrastructure are build for establishing numerous applications, as follows:- Government: 24 applications- Education: 4 applications- Health: 2 applications- Social: 4 applications- Public services: 15 applications

Models and strategies for utilizing the ICT by the Banyuwangi Regional Government can be studied and developed by any parties. Banyuwangi Regency Government has been the best practice to look up to by other governments in implementing e-government process. Local talents are well-developed with high level of competence. The replicability could be achieved by making use of those eligible local talents who are willing to pass down their knowledge and skills.
E-government process implented by the Banyuwangi Regional Government is neither a temporer nor incidental program. It is a part of four main infrastructures needed after roads, ports, and airports. E-government project has taken up yearly budget and planning for the development and maintenance for the region.
Banyuwangi Regional Government has awarded with many prizes for its dedication and perseverance in establishing e-government process, "Smart Kampung (Village)". This has proven a point of its abilities to provide valued and useful information, as well as communication technology infrastructures. The "Smart Kampung" is inline with WSIS Action Lines "C7. ICT applications: benefits in all aspects of life", especially e-government aspect. Smart Kampung is recognized by other local governments and stakeholders as an enabler of good governance, to apply effectively and efficiently to enhance dialogue and cost effective service delivery leading to positive socio economic growth and public services.
