China Mobile Communications Group Co. Ltd (hereinafter called ‘CMCC’) has taken positive steps to actively respond to the Government’s call, organizationally implemented ‘Facilitating Faster and More Affordable Internet Connection’ project, and continuously explores the potential of communication services with higher speed and lower fee. Since 2015, the world largest 4G network with more than 2 million base stations has been built so that the areas of the county and above has realized continuous coverage and the key scenic spots, high-speed rails as well as expressways has been covered in full. The capacity of CMCC fixed broadband access has been comprehensively improved and the fiber to the home covered 420 million domestic households standing for the coverage rate increasing from 21% in 2014 to 76% at present. By the end of 2018, the unit price of traffic has decreased by nearly 90% and the average unit price of international roaming traffic has decreased by more than 80% after the implementation of the serious of fee reduction measures which benefited more than 4 million users including canceling the charges of long distance calls and roaming and the domestic data roaming, accelerating traffic tariff reduction, and continuously reducing international communication tariffs. Meanwhile, aiming to benefit the disadvantaged group, we have set preferential rates for poverty alleviation and disabled people to give full play to corporate social responsibilities. As for October 2018, the number of people benefited is more than 2.6 million.

In the project, we further improve the breadth and depth of 4G network coverage. The total number of base stations has increased from 587,000 at the end of 2014 to 2.1 million in September 2018. The number of indoor base stations has increased from 115,000 to 472,000. Continuous coverage of counties and above has been achieved. The 3A and above scenic spots have been fully covered. The high-speed railway and highway that have been opened basically achieve full coverage. The coverage rate of administrative villages in rural areas reached 96%.

Based on the “Facilitating Faster and More Affordable Internet Connection” project, we have launched relevant measures in multiple dimensions such as on public, enterprises, people in difficulties, international tourism, 4G network construction, etc.
As for public market, the price of mobile data and voice has kept decreasing. In the new tariff system, the lowest price per GB and the threshold of plans is 0.6 yuan and 8 yuan respectively. Meanwhile, the fee of family broadband also fell dramatically. The bandwidth below 20M has been improved for free, and the average price of 50M and 100M declined to 30 yuan and 36 yuan per month, which dropped by 28% and 32% respectively compared to last year. Through these ways, we make it faster, more convenient and cheaper for public to use mobile terminals to obtain information.
As for enterprise, we launched ‘improve speeds’ ‘basic enterprise broadband’ special offers, and ‘lower price, better service’ promotion. Therefore, the price of “Private Line Service” decreased by 30%, which help enterprise improve the bandwidth for free and saving more construction cost for enterprises to use “Private Line Service” with lower threshold and price.

The project aiming at accelerating the construction of high-speed broadband networks, helping the entrepreneurial innovation and improvement of people's livelihood and promoting the openness and fair competition of the telecommunications market as well as providing robust support for “Internet +” actions in stimulating the effective investment and consumption as well as fostering and developing the new functions. Based on the “Facilitating Faster and More Affordable Internet Connection” project, we have launched relevant measures in multiple dimensions such as on public, enterprises, people in difficulties, international tourism, 4G network construction, etc. As for people in difficulties, we enabled people in need access to a certain amount of communication resources (100M for data and 100min for voice) free of charge, and participated in the broadband construction in the countryside actively to provide telecom universal service and narrow the digital divide.
