Description

Dubai Land Department (DLD) was founded in May 1960 to establish real estate sector in the Middle East and for international real estate investors.
Dubai REST (Dubai Real Estate Self Transaction) is a complete digital platform available on both Android and IOS to manage end to end real estate activities by all stakeholders.
Dubai REST is a key project from Dubai Land Department in Dubai 10X project initiated by Dubai Future Foundation under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, ruler of Dubai.
Dubai REST targeted to completely go paperless, fulfil real estate transactions completely online without any visit to any government offices.
Dubai REST will be one-stop-mobile app for more than 300,000 owners, 700,000 tenants and potential investors across the globe:
1. Real Estate information: Using Dubai REST mobile app, users can access information about service providers.
2. Real Estate Transactions: Using Dubai REST users can conduct buy, multi-list, sell, and rent activities completely online anytime anywhere.
3. Real Estate Services: Using Dubai REST tenants and owners can access DLD services like property valuations, contract creation, site plan, payment and many more.
Dubai REST platform ecosystem comprised of various technologies/tools:
1. Cross platform mobile technologies stack to create mobile App.
2. AI technologies for predictive analysis, pattern matching and security.
3. Micro services for managing various functions cut across departments, partners, other government entities.
4. Blockchain for Distributed ledger to share data and execute smart contract across entities who will participate in customer journey.

Replicability

Currently project is deployed for Dubai Emirates of UAE. With minimum integration changes Dubai REST can be easily extended to across UAE. Similarly since Dubai REST has been designed for global real estate standards, platform can be extended in other countries based on process at respective countries.

Dubai REST has front end mobile platform for end users. Dubai REST has micro service plug-gable architecture for API integration. Dubai REST uses Blockchain for distributed ledger and smart contract for data exchange across entities. This way Dubai REST can be replicable platform for real estate transactions.


Sustainability

Sustainability goals of this project:

1. Paperless - Throughout the real estate transactions, Dubai REST aims to go completely paperless. users/entities participating in the transaction need not print even single page to conduct transaction.

2. Digital - Data exchange across the entities and out of the transactions are completely digital in nature. Dubai REST vision is to achieve digital transformation for sustainable competitive advantages. Dubai expected cut-down close to 300 million paper transactions by 2020.

3. No visits to offices for transactions - Dubai REST allows users to conduct the transaction anytime anywhere without visiting offices. This will reduce travel thereby reducing carbon footprint.
4. governance and tracking of natural resource usage - DLD as a regulatory authority putting the governance framework to produce nature friendly houses. DLD also governing the lease contract with defined emphasis on natural resource usage. For eg: number of people in a 1 bedroom house. size of the resisnetial house, amenities, equipment used and so on.

5. Health and community building - DLD is providing key input to city planners for supply demand management, amenities, road and transport to build sustainable happy city.

WSIS values promotion

Goal 1. Dubai is providing job opportunities to human resources across the globe especially in real estate and service sector. Dubai REST is integral part of Dubai’s real estate sustainable growth and main channel for reaching out investors across the globe. Goal 3 By providing key inputs to city planners, Visa Authorities, other decision makers and also by regulating quality of housing for tenants. Dubai REST will play the important role in bridging the end users, service providers and authorities. Goal 7. By proving insight into reality market and tenants to key decision makers to promote real estate in an empirical manner. DLD also plays the catalyst role in decision making and innovation by providing accurate data consistently through analytics. This is mainly possible because Dubai REST platform. Goal 8. Real Estate is key industry for creating job opportunities for skilled and non-skilled resources across the globe. Real Estate industry contributes 17% of UAE GDP. Dubai REST is one of the key output of how technology can be utilized to increase the productivity and sustainability. Goal 11. Dubai has 90% expats from 200 countries. Finding place to live, getting lease contract and getting utility connections are key factors of move-in process. Dubai REST manages all these activities online. Goal 16. This is the key vision of DLD. By providing legally bound, clear contract acceptable for all stakeholders to reduce disputes or manage disputes amicably. Dubai REST will bridge all the stakeholders continuously and consistently in order to provide transparent, secure and simple process. Goal 17. Dubai Land department is the first entity to conduct real estate transactions on Blockchain and provide comprehensive mobile platform for all real estate activities. Business process, platform, selected technology components, knowledge and engineering practices can be leveraged from Dubai REST by other countries for real estate use cases.
