The principle objective of MVL Online System is not only to provide a secured and scalable platform offering key E-services by the National Transport Authority (NTA) of Mauritius for the general public to avail from but also a robust service platform to facilitate the online payment of Motor Vehicle License to improve operation efficiency in operations, service delivery and business operations.
The MVL Online System therefore aims to fulfil the following main objectives:
 Improve the work processes and business operations of the NTA
 Improve productivity, quality and service delivery
 Provide timely management information for decision making
 Enhance the level of service being delivered to stakeholders
 Address the multi-dimensional problems encountered by stakeholders
 Better control on revenue collection and significant minimisation of risks of fraudulent/fake documents
 Bring about further decentralisation and introduction of e-Services and online payment
 New user-friendly Portal for dissemination of information and service delivery

The impact generated is of National scale as payment of MVL is done by all vehicle owners.
Earlier, payment of MVL was permissible at Post Offices, District Courts, sub-offices of the NTA located at vehicle examination stations and at the head-office of the NTA at Cassis. On aggregate, daily, more than 1000 individuals proceed to all the above-mentioned locations for renewal of MVLs. This compounded daily movement of the public created much inconvenience in terms of long waiting time in queues, parking problems, obligations to take work leaves for the day, the heavily induced workloads to the counter officers who might have, otherwise, been posted other more productive tasks, etc. Additionally, a person who is overseas might have his/her MVL expired at any given time and had to pay retroactive fines to renew the MVL.

The Project was launched by the Prime Minister of Mauritius in November 2018.

The Online MVL solution has been built around state-of-the-art technology and designed based on a multi-tier architecture to enable modularity, scalability, replicability, robustness, high availability, reliability and sustainability in order to provide key services of the NTA to the public on a 24 by 7 anytime and anywhere basis.
The application is flexible, highly scalable and capable of delivering high-performance as and when the transaction volumes increase. The deployment architecture provides for Scale-Up and Scale-out on the Portal framework. The design ensures a simple architecture that is easy to manage and administer, one which is able to scale to include new service components to be integrated with the system in the future, thereby ensuring long term sustainability of the platform. Scalability of the NTA e-Service portal is achieved at least in terms of the following parameters: Number of concurrent users, Addition of new services / modules, Addition of new features in the existing e-Services, Integration with NTA and external systems
Online MVL is designed based on the Service Oriented Architecture (SOA) architecture. This design approach provides for the integration of legacy and mixed technologies to allow maximizing the value of existing investments while minimizing risks. SOA offers a standard way to represent and interact with the application functionality by leveraging open standards. This is critical to interoperability and integration across the enterprise or organisation. The use of standards also reduced business process friction by enabling the reuse of data functions and business services.
This approach to design ensures a simple architecture that is easy to manage and administer, one which is highly scalable to include new service components to be integrated with the system makes the platform easily replicable globally to any country in the world.

The Online Renewal of MVL helps to ensure access to affordable, reliable, sustainable and modern technology for all by ensuring universal access to affordable, reliable and modern technology services. The project also promotes sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all by achieving higher levels of economic productivity through diversification, technological upgrading and innovation, including through a focus on high-value-added and labour- intensive sectors. Furthermore, it helps to build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation by developing quality, reliable, sustainable and resilient infrastructure, including regional and transborder infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all. This project makes cities and human settlements inclusive, safe, resilient and sustainable by providing access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons. The online Renewal of MVL also ensures sustainable consumption and production patterns by encouraging the general public and companies, especially large and transnational companies, to adopt sustainable practices and to integrate sustainability information into their reporting cycle through the support of developing countries to strengthen their scientific and technological capacity to move towards more sustainable patterns of consumption and production.
