eLAC2015, is long term vision plan -2015- according to the Millennium Development Goals (MDGs) and the WSIS, which states that ICT’s are instruments for economic development and social inclusion. eLAC2015 was approved at the third Ministerial Conference on the Information Society in Latin America and the Caribbean, in November of 2010, in Lima, Perú. During the fourth Ministerial Conference on the Information Society, held in April 2013, in Montevideo, Uruguay, governments of the region adopted the Montevideo Declaration and the 2013-2015 Work Plan for the eLAC2015 implementation.
