Description *
SIMINCHIKKUNARAYKU Foundation proposes a holistic vision: use of artificial intelligence, multimedia and public policy (based on economical evidence) to preserve and foster South American native Languages. Technology plays key role in our proposal. Literacy in endangered languages should be digital from the start, because Internet and computational tools facilitates the literacy acquisition as well as Internet is the best and faster way to get a global vision of the world. Inside ICT and under the HLT label, human language technologies, there are significant amount of computational tools for language processing. These tools are able to produce four major results: 1. Word processing 2. Translation 3. ASR, automatic speech recognition 4. IVR, interactive voice response Artificial Intelligence allows the computational portability of languages. Computational portability involves creating systems of natural language processing (NLP). The level of computerization of South American languages is extremely low (the same case happens to many native Asian Pacific ones), all those languages are considered under resourced, that means they meet one or more of the following characteristics: 1. lack of a unique writing system or an established spelling 2. lack of massive presence on the Internet, 3. lack of a critical mass of experts and linguists 4. lack of electronic resources: monolingual corpora, bilingual electronic dictionaries, da-tabase transcribed speeches, pronunciation dictionaries or specific vocabularies. Interaction with the computers through South American national native languages is possible and is a right not only of the current speakers of these languages but of the entire South American citizens. This research and its outputs could be scalable and also benefit to speakers of Asian Pacific endangered languages. Our proposal includes the building of the linguistic corpus of all South American languages.
