I am posting the following comments and files on behalf of Mrs Stavroula Bouzouki (SBouzouki@EETT.GR), a colleague in the Greek telecom regulator (EETT) with extensive experience on QoS.

Because the results of this ITU report in a way compere the countries, the guidelines and the definition should be to ensure transparency and the best practice related with the corresponding topic.
1. The most important QoS parameters for the most popular data services are not only the delay variation but also packet loss
2. The measurement methodology paragraph is not sufficiently substantiated to ensure that the procedure is harmonized as much as possible by the Member States implementing it.
3. It would be right to have references to recommendations of the ITU or other international organizations that should be taken into account in the implementation of both the measurement scenarios and their elaboration.
4. The proposed procedure doesnt refer any rule about the aggregation of the data
5. The proposed procedure does not ensure the use of the same statistical rules so that the results can be retrieved at country level

The above comments are intended to record as accurately as possible the state of the Member States' communication networks in accordance with scientific criteria.
It is suggested that the lack of this information in the existing texts should be covered with the cooperation with the SG12 ITU-T

Thank you
Giannis Tsiamis

Dear EGTI Members,

As per the recommendation of EGTI 2019 to extend the work of the QoS sub-group indicators, we would like to share with you the draft document of the 2020 new indicators that have been proposed and drafted by the group members. We highly appreciate to share with us your comments and feedback (if any) at your earliest please which might enrich the document for September 2020 meeting.

Regards,
QoS sub-group Rapporteur
