The Universal and Meaningful Connectivity (UMC) narrative is mainstreamed and significant progress towards the 2030 UMC targets is achieved globally. Countries are encouraged to adapt their strategy from a narrow focus on infrastructure to a holistic approach that also includes the other enablers of meaningful connectivity: quality, affordability, skills, security. UMC is a necessary condition for a prosperous and inclusive society. This is equally valid for low-income countries as it is for high-income countries such as the EU Member States. It is primordial that the UMC concept is communicated to policy makers so that they can include it in national policy agendas. A partnership between the EC and ITU will ensure that policy makers of countries at all levels of development can be targeted. It will also increase the weight that will be attached to our interventions. |

Achievements |
Mainstream Universal and Meaningful Connectivity (UMC): Elevate the narrative of UMC globally, ensuring significant progress towards the 2030 targets by integrating it into national digital and development strategies, enhancing stakeholder awareness, and prioritizing UMC in policy agendas. Enhance Data Availability and Quality: Improve the collection, availability, and quality of UMC data through better coordination among data providers, development of technical guides, and delivery of capacity development workshops to enable evidence-based decision-making and promote research. Identify and Promote Effective Policies for UMC: Utilize enhanced tools, data, and evidence to support policymakers and their partners in designing more effective interventions toward achieving UMC, making it easier to identify funding opportunities and implementation partners. Awareness and Advocacy: Conduct briefings, participate in relevant events, develop and maintain a dedicated UMC website, and create digital assets to increase awareness among administrations, agencies, and other stakeholders. Statistical Capacity Building: Map data gaps, develop an online course on UMC indicator collection, and deliver regional workshops to improve statistical capacity related to UMC globally. UMC Data Dissemination: Compile and validate UMC data, continuously develop and maintain the UMC Dashboard, and promote the sharing of UMC data to enhance transparency and accountability.
