Carlos Rey-Moreno has been with the Association for Progressive Communications (APC) since 2017, where he co-leads its community networks initiative. He also coordinates its policy and regulatory work to create a more enabling regulatory framework for local operators and community networks. In doing that, he is APC’s Focal Point with the ITU; he has provided training to regional regulatory associations and policy makers in Africa and technical assistance to National Regulatory Authorities; he has authored reports and submissions to public consultations on the topic; and he participates frequently as speaker and convener in internet governance and similar telecommunications policy forums. As part of his PhD in Telecommunication Engineering he co-founded Zenzeleni Networks.
