David Rogerson has a BA (1st class honors) and MA in Mathematics from Cambridge University in the UK.
He is a telecommunications regulatory expert with over 35 years of experience in designing regulatory frameworks, drafting regulations and licensing. He has worked for national regulatory authorities in over 70 countries and has worked closely with the ITU both as a regulatory expert and as a trainer for the past 10 years.
His recent ITU assignments have included: competition policy in the Arab-Africa region, market analysis and cost modelling in Palestine, licensing policy in Bangladesh, a regional training program on competition policy held in Bangkok, and market analysis in Sudan. He has also led multiple training programs on cost modelling and pricing in both the Caribbean and Africa.
David is the author of the chapter on Competition and Economics in the new Digital Regulation Handbook, published jointly by ITU and the World Bank.
