Abstract :

This document contains a proposal from CITEL administrations towards the definition of the Thematic Priorities of the Development Bureau, to be approved in the next World Telecommunications Development Conference (WTDC), by establishing some guiding principles.
It was originally submitted to TDAG-21, who then decided to submit it directly to TDAG-WG-RDTP.
