We hope to be of assistance in your successful work. Two items warrant highlighting. Article S4 touched sensitivities at WRC-95. To assist the work of the conference, we conformed our views to the majority. However, a significant minority remained. We prefer that a widely accepted solution be found and, toward that end, we are willing to contemplate any reasonable solution which meets certain principles, one of which is that no assignment appearing in the MIFR with a favorable finding will lose rights in any respect. Second, we note a post-conference interest to move modification and notification provisions specific to a Plan. As this interest is said to result in transparency, it is unclear that benefit would derive from undertaking the implied editorial change.
