The evaluation framework in Part C of the toolkit sets out the evaluation approach to be followed and it highlights the importance of continuous assessment of school connectivity projects. In designing and following the evaluation plan, the following steps must be followed: (1) readiness assessment (or review); (2) baseline research, mapping, forecasting; (3) establishment of indicators; (4) selection of performance targets; (5) implementation and monitoring for results; (6) evaluation for results; and (7) reports on findings.
Reporting frameworks need to be set out early in order to avoid a single report on the programme or project at the end of the programme period. A single report approach does not enable continuous assessment, changes as necessary, and delivery of effective outcomes. Reports will often have to be in the format provided by the funds; however this should be streamlined at the beginning of the project to avoid an unnecessary administrative burden for those executing the project and excessive project management costs.
