The mobile communications field continues to grow rapidly, as more and more 3G/IMT-2000 networks are deployed. The increasingly intimate nature of the mobile phone and its use as a key platform for content delivery raises important regulatory concerns. Convergence between the broadcasting and telecommunication industries is cited as one of the key challenges that both regulators and industry will have to face in the coming years. The research presented in this publication made up the background materials for discussion at the ITU New Initiatives Programme Workshop on "The Regulatory Environment for Future Mobile Multimedia Services" held in Mainz, Germany, from 21 to 23 June 2006, jointly hosted by ITU and the Federal Network Agency of Germany.

The ITU New Initiatives Programme: Ubiquitous Network Societies

This publication summarizes the materials and conclusion of a workshop held by ITU from 6 to 8 April 2005, organized by the Strategy and Policy Unit (SPU). This workshop served as a forum for policy-makers, regulators, mobile operators, content providers, industry players, consultants, academics and sociologists to exchange information, experiences and visions relating to future ubiquitous network societies. Topics covered include the impact of ubiquitous technologies on the traditional telecommunication industry, the role and application of RFID, privacy and public policy issues. Country case studies on Italy, Japan, Korea and Singapore are also featured.

The workshop's objective was to contribute to the ITU process that will prepare its inputs and position vis-à-vis the United Nations working group to be established on Internet governance, resulting from the Declaration of Principles and Plan of Action adopted on 12 December 2003 at the first phase of the World Summit on the Information Society.

The ITU New Initiatives Programme: Promoting Broadband

As local and national governments prepare for the challenges of the information society, there is increasing interest in broadband deployment statistics showing which countries are leading, and which are falling behind. Although most existing users are residential consumers, broadband access is being touted as a way for governments to attract investment, ensure future economic prosperity and provide enhanced social welfare. But among developing countries, there is a fear that the huge investments necessary to establish widescale broadband access will open up a new digital divide. This publication - the eleventh in the New Initiatives series - summarizes the main discussion points and conclusions of a workshop on promoting broadband, held in April 2003, while the accompanying CD-ROM contains case studies, background materials, useful broadband links, and extensive analyses of different aspects of the topic. The workshop was organized by the ITU Strategy and Policy Unit, and examined the different strategies that have been followed by different world economies, at local and national levels, for promoting the deployment and use of broadband networks. The key research question was why some economies have been more successful than others and whether this success can be replicated.

The ITU New Initiatives Programme: Internet Diffusion in South East Asia

The CD-ROM contains a series of ITU Internet case studies carried out in South East Asia in 2001, as well as presentations and documents from the workshop "The Internet in South East Asia", which was held in Bangkok, Thailand, in November 2001. The CD-ROM comes with a colour brochure that includes a summary of the workshop and a brief overview of the case studies.

The ITU New Initiatives Programme: Creating Trust in Critical Network Infrastructures

This report and CD-ROM package is based on the research conducted for the workshop on Creating trust in critical network infrastructures held in Seoul, Republic of Korea, from 20 to 22 May 2002, as part of the ITU New Initiatives Programme. The workshop examined the need and possible approaches for international cooperation to protect global critical network infrastructures. Issues were discussed both at national and international level from a private and public sector perspective.

This report and CD-ROM package, the sixth in the New Initiatives Programme series, contains a summary of the input and conclusions, as well as the full body of presentations, background resources, case studies and related materials that were produced, of the workshop held by ITU in November 2002 on the subject of competition policy in telecommunications, bringing together different interested players and experts in the field. On the basis of country case studies, an ITU background paper, presentations and debate, the workshop looked at the relationship between competition law and telecommunication regulation, and identified a number of key issues.

This report and CD-ROM package contains the research carried out for a workshop on the Economic and Regulatory Implications of Broadband, held at ITU, in Geneva, from 2 to 4 May 2001, as part of ITU's New Initiatives Programme. The report summarizes the issues discussed at the Workshop. The CD-ROM contains the 40-page background paper, specially commissioned country case studies on Australia, Italy, Malaysia and South Africa, the background resources gathered during research and the presentations made at the Workshop. The accompanying brochure contains a report of the Workshop.
