Sherif Guinena, Advisor to the Executive President of the National Telecom
Regulatory Authority of Egypt (NTRA) for technical and regulatory affairs.
He joined NTRA in 2002 as head of the technical affairs department, and
acted as Executive Vice President of NTRA from 2003 to 2006.
Guinena is the Vice Chairman of ITU-T Study Group 2 and Chairman of the SG2
Regional Group in the Arab region (SG2 RG-ARB), and is responsible for
issues related to Developing Countries and a liaison officer of ITU-T SG2 to
ITU-D; and is elected in July 2008 as one of the four Vice Chairmen of the
“Arab Working Group for Standardization”. Guinena was also Co-Rapporteur of
ITU-D SG2 during the study period 2002-2006. He is co-author of the ITU Arab
Book 2004 (an ITU-D Regional activity).
At NTRA, Guinena was responsible for developing the telecom market in Egypt,
encouraging the introduction of new technologies and services, designing
auctions and granting licenses; most significantly was the successful
auction for granting the 3rd 2G/3G mobile license in Egypt in 2008.
Meanwhile, Guinena represented Egypt in several ITU high level meetings,
including Head of Delegation WTDC-2002 (Istanbul), Head of Delegation
PP-2002 (Marrakesh), Council 2002, Council 2010, WTSA-2004 (Florianopolis),
WTSA 2008 (Johannesburg), TSAG 2008, and many other international, regional
and preparatory meetings. He was one of the key players in the evolution of
the Arab Regulators Network (ARNET) in 2004, and the ARECIA (African
Regulators Association of the COMESA Countries).
Before joining NTRA, Guinena worked as an R&D engineer at the Technical
Research Department of Egypt for more than 32 years. Guinena holds a Ph.D.
in Electronics and Communication Engineering form Alexandria University,
Egypt and is a certified Consultant by the Engineers Syndicate of Egypt. He
has lectured as an Associate Professor at the “Higher Technological
Institute” at the 10th of Ramadan city, Egypt for more than ten years.

Mostafa has become a member of Mobinil family since twelve years.
He had the chance to build a deep technical telecom knowledge by being a
member of the startup team for Mobinil operations in Egypt.
Mobinil is the first mobile operator with leading subscribers market share
in Egypt.
During this time, he has assumed different titles starting by Radio network
design going through BSS and Transport Network Engineering.
Currently He is responsible for technology cross functional activities
including quality of service, technology information security and other
technology governance roles including vendor management activities and
internal processes structure.
PaulInglesby, Telecoms/ICT Consultant, South Africa
Paul Inglesby has 42 years of experience in the telecommunications/ICT
industry rising from a BSc (with Honours) and MSc graduate in electrical
engineering from University of Cape Town (UCT) to senior management
responsible for the technology strategy, international standards development
bodies and industry forums (SDO/Fora) of Telkom SA Limited.
Responsibilities have included the strategic alignment of Telkom’s
corporate, business and technology national and international projects.
Strategic focus was on Telkom’s Technology Strategy involving specifically
new creative and innovative projects on Next Generation Networks (NGN), IP
Multimedia Subsystem (IMS), Service Delivery Platforms (SDP), future
networks and mobility.
Paul was the project lead on a number of Telkom strategic projects, one
which was the programme management of various Fixed Mobile Convergence (FMC)
projects between Telkom and Vodacom with the strategic objective of
realising cost savings by the sharing of technology and network
infrastructure and timeously introducing new converged products and services
to the market which then generated incremental revenues for the Telkom
Group.
Paul was an executive board member of the Fixed Mobile Convergence Alliance
(FMCA) and one of the authors of the FMCA “Road to Full Convergence” Thought
Leadership Paper (TLP) and he continues to passionately present on the
Convergence topic at various ICT industry forums.
Most recent responsibilities have been strategic projects involving the
Convergence of the Telco, IT and Web domains specifically from a SDO/Fora
perspective.
Tamer MosaadKamel (TE-DATA, EGYPT)
Tamer received his B. Sc degree in Telecommunications Engineering from Cairo
University in 1995, then he studied for the master of science degree through
scholarship between the Egyptian Cabinet & Nottingham University UK. During
the past 15 years he contributed on the launching and operating of several
Telecommunication projects in EGYPT including the first satellite operator
NILE-SAT, the first private mobile operator MobiNil and the biggest ISP
Nile-Online.
He has a proven record success with several big operators in Middle East
region like Etisalat-UAE & the Algerian VAS/ISP operator Mobilink. Currently
he is a network Operation& Maintenance Division Manager with the leading
Egyptian ISP TE-DATA.
Tamer is an active contributor on several international events and groups
like Broadband World Forum (BBWF), Telecommunication Management Forum (TMForum)
and the Middle East Network Operators Group (MENOG).
BillMcCrum
Bill McCrum has a B.Sc. in Electrical Engineering and a Master of Science degree in Electronics and Communications from the Queen’s University of Belfast. He worked in radiocommunications for General Electric in the United States from 1968-69, then Bell Northern Research Labs., Canada from 1969 – 77 specializing in digital data communications system design. He joined the Canadian Department of Communications in 1977, retiring in May 2010 from the Department of Industry as Senior Director, Telecommunications Engineering and Certification. He is well known in the international ICT standards world and has published many papers in the data communications field and co-authored 2 books on Open Systems Interconnection. He has also negotiated a number of international treaties and Mutual Recognition Agreements on behalf of Canada in the area of Conformity Assessment of telecommunications equipment.
Charles J.K.Njoroge (Director General, Communications Commission of Kenya, CCK)
Mr. Charles J.K. Njoroge is the Director - General and CEO of the Communications Commission of Kenya (CCK). He was appointed to the position in July 2008.
Until his appointment, Mr. Njoroge, an Economist, was the Director in charge of Competition, Tariffs and Market Analysis. In that position, he was responsible for economic regulation, which entails policy formulation; competition and market analysis; price regulation which includes tariffs and interconnection issues; universal access and funding and statistics.
Mr. Njoroge joined CCK on 1999 at its inception. He previously worked for the defunct Kenya Posts and Telecommunications Corporation as a Senior Telecommunications Economist. His experience in the sector spans over 25 years.
Mr. Njoroge has spearheaded a number of seminal studies at CCK. These include the Universal Access study which gave birth to the CCK’s Universal Access strategy in 2005, and set the foundation for the country’s international (TEAMs) and national (FONN) fibre optic connectivity. He coordinated the carrying out of the Telecommunications Network Cost Study that saw the reduction of retail and interconnect rates for mobile telecommunications charges in the country. He also oversaw the carrying out of an Internet Market study, which among others identified factors hindering the development of the Internet subsector in Kenya. In addition he was instrumental in the set up of KENIC, the ccTLD, the KENET project and other initiatives such as the digitization of secondary education among others.
Mr. Njoroge holds an MA in Development Economics from Dalhousie University, Canada, a BA in Economics from the University of Nairobi, Kenya, and a Postgraduate Certificate in Telecommunications Regulation from University of Westminster, UK. He holds a number of certificates from some of the leading training institutions from the US in the area of ICT Regulation and Management.
RiccardoPasserini, Senior Telecommunication Engineer, Head, Telecommunication Technology and Network Development Division, Telecommunication Development Bureau
At present he is working in International Telecommunication Union (ITU) –
Geneva, as Senior Telecommunication Engineer (Networks and Services) in the
Development Sector (BDT), Head of Technologies and Network Development
Division (TND).
He has been dealing with Telecommunication Networks since 1984 in Superior
Institute of Telecommunications and Information Technologies (Italy) as
chief of Networks and Services Department. There, he has been responsible
for defining National Specifications, managing Type Approval Process
(Homologation) of Equipment and Systems, co-ordinating International and
National Committee activities like ITU and ETSI meeting.
He has been also involved in activities related to the regulatory aspects,
like numbering and interconnection, of the liberalization process of
Telecommunications in the European Countries.
He joined ITU at the beginning of 2001 as part of permanent staff, after
having been collaborating with ITU since 1991 as Expert on Telecommunication
Networks and Services, being responsible of Technical Specifications
definition and Network Planning for ITU projects in a number of different
Countries.
Mr. Passerini graduated in Electronic and Telecommunication Engineering from
University “La Sapienza ”Roma” with Magna cum Laude in 1981.
PaoloRosa, Head of Workshops and Promotion Division, (ITU/TSB)
Mr Rosa received his degree in physics in 1974 in Rome, Italy, and joined
the R&D branch of the Italian Ministry of Communication working on optical
fibers transmission networks, in national and international standards and
leading quality control inspection teams for international telecommunication
projects.
He was head of national delegations for standardization and research studies
performed in IEC, ITU, ETSI, CECC, COST and represented the Italian Ministry
of Communications in various international institutions including the
European Commission task force for the G7 pilot projects on the Information
Society.
Paolo was appointed as expert and senior advisor by the Italian Foreign
Office, the UNDP and ITU for telecommunication projects in various
developing countries worldwide.
In 1997 he joined the ITU-T secretariat in Geneva as Counselor responsible
for Study Groups 6 (Outside plant), and SG 15 (Optical and other transport
networks) and representing ITU in various events. Since November 2004 he is
the Head of the Workshops and Promotion Division of the ITU Standardization
Sector, organizing events and promoting new ITU-T activities for resolutions
concerning developing countries, conformance and interoperability,
universities.
He is author of several papers published in international technical
magazines and speaker and lecturer in universities, international
conferences, seminars and workshops.
UlrichSandl,
Head of Division, Federal Ministry of Economics and Technology, Germany
Dr. Ulrich Sandl, lawyer, has been working with the federal ministry of
economics and technology since October 1989. In May 1995 Dr. Sandl started
to look into principal questions of the information technologies there and
in September 1998 he was appointed head of the department ”Social Impacts of
Information Technology, IT-Security” (”Dialog mit gesellschaftlichen Gruppen,
IT-Sicherheit”). In October 2005 Dr. Sandl got the mandate to build up a new
department in the ministry, responsible for “Standardisation and Copyright
Protection in the ICT”, dealing, among others, with “Open Standards” and the
European Interoperability Initiative.
HelmutSchink (Nokia Siemens Networks)
Head of Standards Wireline, Service Delivery and Media, responsible for standardization and regulation. Also vice-chair of ITU-T SG 15. Previous engagements include Vice-chair of ITU-T SG 13. VC of the open IPTV Forum, member of the board of the IPSphere Forum, member of the Board of the Telemanagement Forum, Member of the board of directors of ICANN, chair of ETSI project TIPHON on IP Telephony.
