Session 1 - The need for bandwidth management and QoS control when using public or shared networks for disaster relief work

Abstract
With the increased usage and dependence of global packet-based networks and
the convergence of voice, video and data; disaster relief operations
require not only the prioritization of emergency access across networks,
but also require the prioritization and classification of traffic by user
and application. . Quality of Service needs to be supported across all
networks to provide a true end-to-end service.
