Creation of new Questions in SG 13
The SG 13 agreed on the proposal from the Rapporteurs of Q.8/13 “Mobility Management” and Q.11/13 “Convergence of existing and evolving IMT and fixed networks” to combine these two Questions into one and form a new Question 22/13 “Mobility Management and Fixed Mobile Convergence”.
The ad-hoc group was created to study the proposal (C-544) on enlarging the standardization area to the cloud computing in SG13. The SG 13 meeting agreed on the proposal from Ad-Hoc group on creation of a new Question 23/13 “Cloud Computing” in SG 13.
The new Questions 22/13 and 23/13 respectively will meet during the NGN GSI event in September 2010.
Deletion of Questions in SG 13
Question 6/13 “Mobile telecom network architecture for NGN” and Question 18/13 “Requirements and framework for enabling COTS components in an open environment” did not receive contributions during the three consecutive meetings, therefore the meeting agreed to delete these Questions.
The meeting agreed also to delete Question 8/13 “Mobility Management” and Question 11/13 “Convergence of existing and evolving IMT and fixed networks” and to transfer their work to the new Question 22/13 “Mobility Management and Fixed Mobile Convergence”.
The deletions will come into force after the Members States consultation.
Focus Group on Future Networks
The progress of the Focus Group on Future Networks (FG-FN) is reported in TD 115/PLEN.
The meeting noted the change in the FG FN chairmanship. The former leader Mr. Naotaka Morita (NTT, Japan) discontinued as a FG Chairman and the new Chairman Mr. Takashi Egawa (NEC, Japan) was confirmed by the alst FG FN meeting.
The SG 13 agreed to continue the lifetime for the FG FN for additional 6 months, i.e. till the end of 2010.

- Q.22/13 “Mobility Management and Fixed Mobile Convergence” - Mr. Woo Jin Choi (KT, Korea) and Mr. Ning Zong (Huawei, China);
- Q.23/13 “Cloud Computing” – Mr. Kangchan Lee (ETRI, Korea).
Contact point for working methods, including electronic working methods, – Mr. Leo Lehmann (SG 13 Vice-Chairman and WP 1/13 Co-Chairman).
Innovations
This SG 13 meeting was heavily impacted by the volcano eruption in Iceland and subsequent closure of majority of European airspace. In these difficult circumstances many key meeting participants were not able to arrive in Geneva in time for the meeting start. The decision taken by the management of the group was to continue the meeting with the support of the remote collaborative tools to help those who were not able to make the trip to Geneva. As a result, for this SG 13 meeting 5 - 6 parallel Question sessions per day were run with the support of teleconference and GoToMeeting tool.
The closing Plenary was webcated.
To date the TSB received an appreciation to the supporting staff and very positive feed-back on the above way of working.
Next meetings
The next SG 13 meting will be convened as a half-day meeting on the last day of NGN GSI event in September, Thursday, 16 September 2010, in the afternoon, in order to give consent/determine/approve the draft Recommendations/Supplements in area of its responsibility. That meeting will continue the current practice in SG 13 to run its meetings paperless.
The next regular SG 13 meeting is planned to take place from 17 to 28 January 2011 in Geneva, Switzerland.
