Type of question
Contribution-oriented, enabling the continuous evolution of the Study
Group 12 work programme, whose scope includes vocabulary- or
handbook-related updates.
Background
The ability of a Study Group to approve new or revised Questions enables
continuous change of its programme of work. Accordingly, a home is needed
for new work proposals when they are not directly related to Questions
already under study. Similarly, Question 1/12 can accommodate new
contributions which have no associated Question, as well as necessary
actions that should be taken on existing Recommendations with no associated
Question or Rapporteur.
Text of the question
considering
a) that the provision of telecommunications services and infrastructure
is being opened to competition in many countries in a wide range of new
connection topologies and "distributed responsibility" for
transmission quality and that Study Group 12 programme of work needs to
follow closely these evolutions;
b) that the evolution of new technology and services raises issues
related to transmission quality on a continuing basis;
c) that there needs to be a way of identifying, introducing and advancing
new issues into the programme of work that are not related to existing
Questions under study;
d) that urgent actions concerning existing Recommendations may be
necessary even if there is no Question and associated Rapporteur related to
these Recommendations;
e) that vocabulary in a global organization is important;
f) that handbooks may assist members in implementing ITU-T
Recommendations and may informative for developing countries,
the following questions should be studied:
1) How can the needs of the rapidly changing telecommunications
marketplace best be addressed by the programme of work of Study Group 12?
2) What new Questions important to members should be considered for
study in Study Group 12?
3) What urgent actions are needed on existing Recommendations or
Handbooks that are not related to other Questions under study?
