On the other hand, it reviews the results of research the author has conducted across the world measuring the impact of broadband on economic growth and employment creation. In this context, it presents a methodology for calculating the investment necessary to implement national broadband plans. Finally, it outlines the public policy implications, which can stimulate deployment and maximize the impact of the technology.

ITU  Case Study- Exploring the value and the economic valuation of spectrum

This paper explores the current economic philosophies and public policy debates over spectrum valuation – particularly in light of the overwhelming demand for new spectrum resources for broadband wireless access (BWA) services. It reviews the growing body of thought about valuation, as well as the variables and factors that may change based on situation and location. It also reviews how this process has begun playing out across the world as governments seek to make spectrum available for wireless Internet access. The goal of this paper is to provide some insight into how spectrum value may be assessed in different situations.

This study has emphasized the importance of regulatory forbearance when it comes to prices in broadband markets, for at least as long as those markets remain in a growth phase. However, it is also recognized that some form of price regulation may be necessary to address specific market failures identified through a market analysis process. Such intervention should be as far upstream in the
broadband supply chain as practicable and ideally limited to wholesale prices only.

PNG is poised to create a broadly considered Plan for broadband implementation. This Plan will rely on assistance from its resource wealth for funding and should create lasting benefits that will be widespread throughout the economy and society. Regulatory solutions are in place, and these are open to competitive infrastructures being created without undue restraints on technology.

This case study looks at the potential impact of investment in broadband technology on jobs and the German economy. It analyses two investment scenarios: the Federal Government’s “National Broadband Strategy”, which is to be completed by 2014; and a subsequent phase of “ultra-broadband” evolution planned for 2015–2020. It concludes that an investment of close to EUR 36 billion over a ten-year period (2010–2020) could generate some 968 000 jobs.

The study found that approximately 127 800 jobs could be created over a four-year period from broadband network construction. According to the analysis, the investment of USD 6.390 billion will generate 37 300 direct jobs over the course of the stimulus programme (estimated to be four years). In addition, the bill could generate 31 000 indirect jobs, and an additional 59 500 induced jobs.
