As Secretary-General, Dr Tour� is committed to ITU�s mission of connecting the world, and to helping achieve the Millennium Development Goals through harnessing the unique potential of Information and Communication Technologies (ICTs).

A long-standing champion of ICTs as a driver of social and economic development, Dr Tour� previously served as Director of ITU�s Telecommunication Development Bureau (BDT) from 1998-2006. In this role he placed considerable emphasis on implementing the outcomes of the World Summit on the Information Society (WSIS), launching projects based on partnerships with international organizations, governments, the private sector and civil society.

Prior to joining ITU, Dr Tour� built a solid career in the satellite industry, serving as managing engineer at the Sulymanbougou II earth station in Mali before joining Intelsat�s Assistance and Development Programme in 1985. He was appointed Intelsat�s Group Director for Africa and the Middle East in 1994, earning a reputation as an energetic leader through his commitment to projects such as AFROSAT, AFSAT, PANAFTEL and RASCOM. In 1996 he joined ICO Global Communications as African Regional General Manager, spearheading ICO�s activities across the African region.

A national of Mali, Dr Tour� holds a Masters Degree in Electrical Engineering from the Technical Institute of Electronics and Telecommunications of Leningrad, and a PhD from the University of Electronics, Telecommunications and Informatics of Moscow. He is married with four children and two grandchildren, and is proficient in four official ITU languages: English, French, Russian and Spanish.

Mr Brahima Sanou was elected Director of the ITU Telecommunication Development Bureau by the Plenipotentiary Conference in October 2010 in Guadalajara, Mexico. He took office on 1 January 2011.

A national of Burkina Faso, Mr. Sanou has more than thirty years experience in the telecommunication and ICT sector, both at a regional and at an international level.

During his ten years as Head of the ITU Regional Office for Africa and Liaison Officer to the African Union and the United Nations Economic Commission for Africa (UNECA), he contributed to the development of the African telecommunication/ICT sector and played a key role in the organization of the Connect Africa Summit, held in Kigali, Rwanda in October 2007 and in its follow-up.

Prior to working for the ITU, Mr Sanou held several high-level positions in the Posts and Telecommunication Services in Burkina Faso.

Mr Sanou has served as Head of Burkina Faso�s delegation to various international and national conferences and as Governor representing 15 African countries on the Board of INTELSAT as well as representing his country in the ITU Council for almost 10 years.

He holds an Engineering degree from the Ecole Nationale Sup�rieure des T�l�communications (ENST) in Paris and a post-graduate diploma from the Centre for Financial, Economic and Banking Studies in Paris.

Session 1: net neutrality: to regulate or not to regulate?

Jacques Stern, Board Member, ARCEP, France

Jacques Stern is a graduate of the Ecole Normale Sup�rieure (ENS, 1968). He was granted his PhD by the University of Paris 7 (1975), and he has been a professor at the University of Caen, next at the University of Paris 7, and finally, from 1993 to 2007, a professor at ENS and the Director of the Computer Science Laboratory, that he has founded in 1999.

Jacques Stern is an expert in computer and communications security and cryptography. He has made over 100 contributions to scientific journals and has published a book entitled "La science du secret" (The science of secrecy). He holds a dozen patents. His main work has been devoted to the security analysis of cryptographic algorithms, as well as to the design of cryptographic algorithms suitable for smart cards applications.

Jacques Stern, who counts amongst the handful of Fellows of the International Association for Cryptologic Research, has been a member of numerous editorial or scientific committees and the chairman of the CCS (Communications and Computer Security) ACM conference in 1996 and of the 1999 Eurocrypt conference. He was also the recipient of the Lazare Carnot Prize from the French Academy of Sciences in 2003, of the CNRS Gold Medal, the highest French National Scientific Award in 2006, and of the RSA Award in 2007. In 2008, he was awarded the "Science and Defence" prize by the French Ministry of Defence. Jacques Stern is an "Officier" of the "L�gion d'honneur".

From 2007 to 2010, Jacques Stern has been Chairman of the Board of the Agence Nationale de la Recherche (ANR), as well as Chairman of the Board of the company Ingenico, world supplier of transaction and secure payment solutions.

Early in 2010, Jacques Stern has left his positions both at ANR and at Ingenico and has joined the ministry of higher education and research as a senior advisor to minister Val�rie P�cresse, a position that he has kept under minister Laurent Wauquiez.

In 2012, Jacques Stern has been appointed a member of the French National Regulatory Authority for Telecoms (ARCEP).

Iv�n S�nchez Medina hold a B.SC in electronics and telecommunications engineering, and a Master�s degree in Telematics from the University of Cauca,Colombia, and is candidate to a PhD degree in Hispanic Studies at the University of Kentucky, USA.

Eng. S�nchez has more than 20 years of experience in administration, operation, regulation and negotiation of communication networks; including personnel, technical and logistical resources management.

He currently serves as Technical Commissioner of the Communications Regulatory Commission (CRC) of Colombia, and member of the Board of Directors of the entity, where he is responsible for the proper development of all the regulatory projects in which the main axis is the technical component. He also provides advice on projects regarding Information and Communication Technologies (ICT) policy making conducted by the Ministry of Information and Communications Technologies.

Within the organization, he leads relations with the ICT industry (operators, associations, technology suppliers, and users associations) in Colombia in order to socialize regulatory proposals and receive feedback from the sector about to the Commission's initiatives. S�nchez is also responsible for the follow-up of international regulatory and technology trends in order to use them as possible models to be applied in the Colombian market.

Through his career, he has also served as Services Sales Senior Manager and Managed Services Senior Manager in Lucent Technologies, and as Network Provisioning Manager and Director of the Management Network Center in the Telecommunications Company of Bogot� (ETB), companies in which he was responsible for the operation of business lines projects and optimum operating models; as well as, for management and operation of telecommunications networks. He has also been Professor at the Electronic Engineering and Telematic Magister programs of the University of Cauca in Colombia.

Prior to joining COAI as DG, Rajan served as COO of US Operations and Corp. CFO and VP of Telargo Inc, ( a Joint Venture of NTT DoCoMo), overseeing all of the company�s Strategic Planning, Business Development, Financial, Treasury, Accounting, Tax, Administrative and Human Resource functions. Prior to joining Telargo, Rajan was President of Afghan Wireless Communications Company, establishing it as Afghanistan�s largest and most profitable telecommunications company. Before this, Rajan served as VP and CFO of Call Sciences Inc., a premier provider of Unified Communications Services (a Soros/Chatterjee Group Company). Immediately before this, he was at A T & T Wireless, where he held a number of senior executive leadership positions, including Divisional CFO, Corporate Controller, President and CEO of one if its largest international joint ventures � Birla-AT&T in India (now IDEA). Earlier in his career, Rajan was a finance executive at such companies as Beatrice International, Tri-Star/Columbia Motion Pictures and senior consultant at Pricewaterhouse Coopers.

Rajan served on the boards of several for-profit and non-profit organizations. He earned both his Master of Business Administration (Finance & Accounting) and Master of Arts (Economics) degrees from Rutgers University (USA) and he is a CPA from the State of New Jersey, USA.

Pablo Pfost is Director of Regulatory Affairs at the corporate level of Telef�nica Group (Telef�nica SA) since January 2005. Main areas of activity include co-ordinating and defining the positioning of Telefonica Group in EU regulatory affairs. Likewise, he is member of the Executive Board of the European Telecommunications Network Operators Association (ETNO).

Having joined Telef�nica in 1983, Mr Pfost has held several responsibilities within Telefonica, including international strategy and business development. Furthermore he has been deputy-director of Telefonica�s Representative Office in Brussels for over five years.

He holds a degree in Telecommunication Engineering from the Universidad Polit�cnica of Madrid, a post-graduate degree in Economics and Management of Telecoms from the Carlos III University and a degree in Business Administration from IESE Business School in Madrid.

Malcom Webb, Partner WebbHenderson, New Zealand

Malcolm is an expert advisor on both corporate and commercial transactions and strategic regulatory issues in network industries.  He advises operators, regulators, governments and other clients around the world on these matters.  In the telecommunications sector, his recent work has involved next generation broadband projects, subsea cable arrangements, infrastructure sharing transactions, wholesale agreements, access to content and net neutrality issues, mobile termination rates, market liberalisation and network procurement transactions.  Malcolm is ranked the second best telecommunications lawyer in the world by The International Who's Who of Communications Regulatory Lawyers 2012.

In the energy sector, he advises on power transactions involving generation, distribution and supply and trading arrangements, as well as regulation of energy sector participants and international law issues. Malcolm also advises clients in the broadcasting and transport sectors and advises corporates and governments on complex technology projects. Malcolm is a past Chair of the Communications Law Committee of the International Bar Association. Before starting the predecessor firm to Webb Henderson in 2004, Malcolm was a senior partner at Bell Gully.

Malcolm is a trustee of the Translational Medicine Fund, which funds scientific research into the use of genomic information for more accurate treatment of cancers.

Session 2: setting spectrum policies in a digital mobile world

Mr. Rancy was elected by the ITU Plenipotentiary Conference in 2010 to the post of Director of the Radiocommunication Bureau (BR) of the International Telecommunication Union.

As Director, Mr. Rancy is responsible for the management of the Radiocommunication Bureau which organises and co-ordinates the work of the Radiocommunication Sector whose aim is to ensure the rational, equitable, efficient and economical use of the radio-frequency spectrum and the geostationary satellite orbit.

Previous to taking up his duties at the ITU in January, 2011, he was Director General of the French Agence nationale des fr�quences. Since 1995, Mr. Rancy has served as the head or deputy head for national delegations at many ITU conferences and meetings.

Mr. Rancy graduated from Ecole Polytechnique in 1977 and from Ecole nationale sup�rieure des t�l�communications in 1979.

Mignon L. Clyburn was nominated as a member of the Federal Communications Commission on June 25, 2009, and sworn in August 3, 2009.

Commissioner Clyburn has a long history of public service and dedication to the public interest. Prior to her swearing in as Commissioner, Ms. Clyburn served for 11 years as the representative of South Carolina's sixth district on the Public Service Commission of South Carolina (PSC). She was sworn in for her first term in July 1998, and was subsequently reelected in 2002 and 2006. She served as chair of the PSC from July 2002 through June 2004.

During her tenure at the PSC, Commissioner Clyburn actively participated in numerous national and regional state-based utility organizations. Most recently, Ms. Clyburn served as the chair of the National Association of Regulatory Utility Commissioners' (NARUC) Washington Action Committee and as a member of both the association's Audit Committee and Utilities Market Access Partnership Board. Commissioner Clyburn is also a former chair of the Southeastern Association of Regulatory Utility Commissioners (SEARUC).

Commissioner Clyburn was elected to the South Carolina PSC following 14 years as the publisher and general manager of The Coastal Times, a Charleston-based weekly newspaper that focused primarily on issues affecting the African American community. She owned and operated the family-founded newspaper following her graduation from the University of South Carolina, where she earned a Bachelor of Science degree in Banking, Finance & Economics.

Commissioner Clyburn has received a number of honors and awards, including being selected as the 2006 James C. Bonbright Honoree (awarded by the Southeastern Energy Conference, Terry College of Business at the University of Georgia) and receiving the 2007 Lincoln C. Jenkins Award for business and community contributions presented by the Columbia (SC) Urban League.

Philipp Metzger qualified as a Swiss attorney in 1992 and holds a degree of Master of Arts from the College of Europe. He practiced commercial law in major firms in Geneva and London. Thereafter, he held several positions at the European Free Trade Association in Brussels and Geneva, mostly dealing with the EEA. After having worked as a Senior Corporate Counsel for the EMEA customer advocacy operations of a leading American IT corporation in Amsterdam, he returned to EFTA as Director of the Trade Relations Division. He has been heading up the Telecom Services Division at OFCOM (Switzerland) since 2007 and became OFCOM�s Deputy Director General in 2012. His team have crafted and successfully executed one of the most comprehensive mobile spectrum award procedures to date, whereby Switzerland�s entire frequency spectrum, including the Digital Dividend, has been auctioned and allocated until 2028.

Guy Christiansen is currently Senior Director, Regulatory Affairs and Market Access for Inmarsat�s Global Xpress program. Mr. Christiansen has 20 years of experience in the satellite telecommunications regulatory field including licensing, frequency allocation and strategic planning issues.

Before joining Inmarsat Global Xpress he worked on a number of global satellite projects including Boeing�s Connexion aeronautical broadband service where he was Legal Counsel and Director of Regulatory Affairs responsible for securing all necessary authorizations for operation of Connexion by Boeing aeronautical and maritime broadband Internet access service in former Soviet Union, Eastern Europe, Japan, SE Asia and Korea as well as managing outside counsel in the US and numerous foreign jurisdictions (Europe, Latin America and Canada); Alcatel�s SkyBridge satellite constellation, managing a global team that secured access to Ku band FSS spectrum for non-GEO FSS services. He also worked in different Law Firms and Consulting companies focusing on the US Federal Communications Commission related issues, ITU WRCs, Radio Sector Working Groups as well as regional fora. Mr. Christiansen holds a Law degree from George Washington University.

Chris advises, through our membership�s guidance, many government and regulatory bodies across the region. She is also a current Vice Chairman of the APT Wireless Group. Prior to joining the GSMA, Ms Perera worked as a Senior Advisor and a Spectrum Manager to the New Zealand Government and New Zealand Spectrum Regulator for seven years and as the Spectrum Investment Manager and Adviser on Mobile Technologies for the New Zealand Mobile Operator Telecom New Zealand for six years. Chris was the Principal Wireless Advisor on the evaluation panel for the New Zealand government�s recent broadband initiative, and was the auction manager for the 2.3GHz and 2.6 GHz spectrum auctions held in New Zealand. Chris holds a masters in electrical and electronic engineering from the University of Auckland, New Zealand, and a degree in management accounting from the Chartered Institute of Management Accountants, United Kingdom.

Previously Deputy and Chair roles with the Australian Communications Authority during 1997 to 2005. Prior to that a Member of AUSTEL, the first independent regulatory body in Australia. Currently a Board Member of the new regulatory body NICTA in PNG. Also an independent consultant, and an Ambassador for the CTO.

Session 3: international roaming in a broadband economy

Dr. Badawi is also a professor of Electronics at Cairo University. Before that he served as Senior Advisor to the Minister of Communications and Information Technology, where he handled the development of the Telecom Sector. He was involved in the policy development and in providing support to all the telecom entities such as the ISPs, vendors, etc� Dr. Badawi joined MCIT after a nine-year tenure with GTE & General Dynamics. There, he acted as Program Manager and in several other technical positions in support of the Telecom Sector Support and the ICT programs in Egypt. Prior to his tenure at GTE he founded Telecomp International in Egypt in 1990. He also taught at Cairo University and was a Telecom consultant for several government and private entities from 1987 - 1995. Dr Badawi worked as a development and systems engineer at Aydin Systems, California from 1984 to 1987. Dr. Badawi holds a Ph.D. degree in Electrical Engineering from Stanford University, California and obtained both his M.Sc. and B.Sc. degrees in Electronics Engineering from Cairo University.

Jaume Salvat, CEO, Servei de Telecomunicacions d'Andorra (STA)

CEO of Andorra Telecom since April 2006. He is a Telecommunications engineer, with over 30 years in the Telecommunications Sector, with a wide experience in different Telecommunication Operators, holding Executive positions in Strategic Planning, Commercial, Network Technology, Engineering, Planning, Deployment, Operation and Maintenance. As a consultant he was very actively involved in projects with Regional Governments, Municipalities and private Telecommunication Operators related to Strategic, Business, and Technical and Organizational aspects.

Secretary-General of REGULATEL, since 1999, of the Latin American Telecom Regulators Forum � REGULATEL that congregates 20 regulating agencies of telecommunications of Latin America and 3 of Europe as observer members. He was Commissioner and Executive Director of Communication Regulatory Commission of Colombia - CRC; Director of the Av Caracas Exclusive Bus Project in Bogota; Director of the Cadastral Department of Bogot�; deputy Director of the Bogota River Basin Corporation and Deputy Director of the Urban Development Institute.

For over sixteen years he has promoted the regulatory exchange of information and experiences in the Region. He has prepared various regional encounters and meetings which fortify the initiative of the Latin American countries to include a greater international presence, projecting their common interest; and building a mechanism to promote the advances in matter of telecommunications of each country and of the Region as a whole. He was President of the �Asociaci�n de Reguladores REGULATEL AD�. He has been advisor of the city mayor of Bogota, independent consultant and worked as director and deputy director of government entities.

He is a Civil Engineer, from Javeriana University, Bogota Colombia and has a Master degree from Purdue University, MSCE, West Lafayette, Indiana with a strong background and experiences on the Telecommunications, Transportation and public sector. He is author of articles, books and reports published in magazines.

Mr. Seecheran currently holds the position of Chief Executive Officer of the Telecommunications Authority of Trinidad and Tobago. He has been with the Telecommunications Authority since its establishment in July 2004. Mr. Seecheran possesses a wealth of experience in the telecommunications, broadcasting and information technology sectors and has held several senior executive positions in organizations operating in these sectors in Trinidad and Tobago.

Mr. Seecheran has been a regular participant at several international and regional fora on telecommunications and broadcasting matters including the Caribbean Telecommunications Union (CTU) and the Caribbean Association of National Telecommunications Organizations (CANTO) meetings and has represented the Government of Trinidad and Tobago at several regional and international telecommunications meetings/conferences including the International Telecommunications Union (ITU).

Dimitri Ypsilanti is the former Head of the Information, Communications and Consumer PolicyDivision at the Organisation for Economic Co-operation and Development (OECD). He was responsible for the work of the division which covers communications policy and regulation, Internet issues, consumer policy issues, information economy and privacy and security. Mr. Ypsilanti's area of specialisation has included telecommunication economic and policy analysis in arange of areas. He has been responsible in the OECD for a number of country reviews on regulatory reform in telecommunications as well as analysis of telecommunications policy and regulatory issues. His most recent work has covered issues of communications convergence and next generation networks.

Mr. Ypsilanti is a member of the editorial board of Telecommunications Policy and Info.

Mr. Ypsilanti has studied economics at Bristol University (UK), and at Memorial University and Queens University in Canada.

Session 4: blurring boundaries: global and regional ip interconnection

Dr Eugene Juwah, Executive Vice Chairman & CEO, Nigerian Communication commission

Dr Eugene Juwah, currently the Executive Vice Chairman and Chief Executive Officer  of the Nigerian Communication commission (NCC) has over thirty years of  experience in information Technology and telecommunication industries with more than 20 years of the above at Top management level.

He is an experienced Network Operations Manager with profound practical knowledge of regulatory issues, pricing, billing interconnection and network fraud control within the Nigerian environment.

Dr Juwah, having played coordinating roles in the set up of ETACS, GSM and CDMA mobile network in Nigeria, possesses hands on knowledge of specification and construction of digital exchanges, base stations, data communications and subscriber access networks.

Dr Juwah, started his career as a young graduate at Shell BP Petroleum company in 1976 where he was employed as a computer systems programmer working on applications programs  in the commercial information systems section. He resigned from Shell in 1978 to pursue a Doctorate Degree Programme in the United Kingdom. Returning to Nigeria in 1981, he took up employment within the Leventis Group of Companies as Computer System Analyst. His flair for multidisciplinary functions enabled him to be promoted Sales Manager (Computer System) in 1984, and by 1986 he has joined the ranks of General Management as Marketing Manager. Dr Juwah was promoted Divisional General Manager in 1988.

In 1993, Dr Juwah was invited to join the Management of ground breaking Mobile Telephony venture, Mobile Telecommunications Services Ltd, as Director Cellular Operations and participated in the team that erected and tested the first privately owned mobile network in Africa.

Dr Juwah held top management positions at the Communication Investment Ltd (CIL) the incubation venture for the current Mobile Operator Globacom. At CIL he was responsible for providing the foundation technical specifications and design for what is today Globacom.

In 1999 he was again invited to join the management of MTS First Wireless Ltd as Executive Director (Network and Operations). A position he held until 2005 when he resigned to start his own venture, Cititel Networks Communications Ltd, a wireless infrastructure and services provision enterprise that excelled in the design of mobile cashless payment solutions for the unbanked.

In July 2010, Dr Juwah was appointed Executive Vice Chairman/Chief Executive Officer of the Nigerian Communications Commission by President Ebele Goodluck Jonathan.

Dr Juwah  is a fellow of the Nigerian Society of Chemical Engineers.

As a member of GBI's Establishing Committee, Khaled worked closely with the core team in taking GBI from the concept development to a live network that spans 3 continents and is present in 16 countries.

Khaled's contributions covered the structuring of a half billion US Dollars private placement transaction and negotiating the finance facilities. He has led a world-class team of business, financial and legal consultants in developing GBI's private placement memorandum and leading the fund raising efforts.
Khaled is a holder of a Bachelor degree in Engineering, with extensive experience in the Telecom & IT sector. He brings a wealth of experience in financial transactions engineering and projects development.

As GBI is shifting from the build into the operations paradigm, Khaled is currently, leading the structuring efforts of GBI�s group-companies and operations in the Gulf Region, Middle East, Europe & USA; in addition to establishing GBI�s comprehensive global compliance program, with the aim of asserting GBI�s presence as a global carrier.

At the moment, Khaled is working on preparing for GBI�s next move toward realizing its ambitious expansion plans.

Session 5: demystifying regulation in the cloud: opportunities and challenges for cloud computing

Godfrey Mutabazi, Executive Director, Uganda Communications Commission

Mr Godfrey Mutabazi is the current Executive Director of Uganda Communications Commission. An aeronautical engineer, Mr Mutabazi holds a Masters of Science Degree in ICT (software engineering) with a bias in Spectrum Planning from the University of Liverpool, U.K. He also holds a certificate in Broadcasting Regulation from the Commonwealth Broadcasting Association, and several professional qualifications in several aviation engineering disciplines, including Avionics.

A former chairman of Broadcasting Council (1998-2010), Mr Mutabazi is well versed with the communications sector. He worked in the United Kingdom for over ten years as an Engineer for several engineering companies, including Air Touring Services at Beggin Hill. He also worked as the Chief Engineer of Mustique Airways, the then largest and most prestigious charter airline in the East Caribbean.

Born in Kabale and raised in Toro Kingdom (present-day Kamwenge District) in Western Uganda, Mr Mutabazi is married with children. He is a fully registered member of the Royal Aeronautical Society of the United Kingdom. Among others, Mr Mutabazi spends his most free time doing community work.

Session 6: dark clouds: safety and security on the net

Prior to his appointment at the TRA, Dr. Hoballah was the Chief Executive Officer of Omnix Media Networks. Previously, Dr. Hoballah held a number of executive positions at Lucent Technologies and AT&T Bell Laboratories gaining extensive experience in the field. These include appointments as Executive Sales Director (Africa & Levant), Chief Operating Officer (COO) , Executive Vice President for Services & Program Management, MEA Region. He also held the positions of Services and Software Sales & Product Management, and Information, Operation, & Data Networking Systems Director, Saudi Arabia at Lucent Technologies. Dr. Hoballah was also Senior Manager, Operations Systems, and Operations Systems Architecture Group & Data Services Product Management at, AT&T Bell Laboratories.

Dr. Hoballah currently serves as the Chairman of the ITU CCV Committee and as Vice Chairman of the Arab Spectrum Management Group (ASMG) and, has been actively involved in the group�s work to coordinate issues related to Spectrum Management, World Radiocommunication Conferences and other matters concerning coordination between Arab States and other regions in the spectrum management field.

Dr. Imad Hoballah assumed the Arab Regulators Network (AREGNET) presidency between July 2011 and April 2012 and committed to work towards developing the sector by strengthening the capacity of local Authorities, enhancing their proactive interaction, and deepening the cooperation and exchange of experiences among all Arab organizations.

In December 2011, Dr. Hoballah was elected as Vice President of the executive committee of the �Arab Infrastructure Regulatory Forum (AIRF)�.

Dr. Hoballah has a noteworthy academic record. He received a diploma from the Program for General Development from IMD Lausanne (Switzerland, 2000), a Master�s certificate in project management from George Washington University (Washington DC, 1997), an Executive Masters of Business Administration from Columbia University (New York, 1994), a Ph.D. in EE/Communications from Syracuse University (NY, 1986), and MS in electrical engineering from Syracuse University (NY, 1982), as well as a B.S in chemistry from the Lebanese University (Lebanon 1979).

In 2012, Dr. Hoballah was appointed as the Chairman on Lebanon�s Governmental Commission on Transition to Digital TV, and Lebanon�s Representative to the ITU.

Stephanie is currently a Senior Counsel at Charles Russell Technology & Communications group. A qualified lawyer in the US and UK, Stephanie served as a Non-Executive Director of the Office of Communications (Ofcom) from 2005 to 2008, a Director of the European Competitive Telecommunications Association (ECTA) from 2000 to 2005 and co-chairman of the Communications Committee of the International Bar Association from 2004-2006. Stephanie co-founded and Chairs Women in Telecoms and Technology (founded in 2000 - with current membership of over 500) and has been a senior partner in a number of leading law firms.

Stephanie has advised on strategic regulatory issues, contractual negotiations and commercial transactions for numerous companies in the European and international communications sector since 1990 when she was a senior lawyer for MCI Communications Corporation.

Session 7: public-private-partnerships (PPP): innovation strategies for bringing broadband closer

Born in 1970 in Tanahun of Nepal is currently Director and Action Chief of the Office at Nepal Telecommunications Authority (NTA) , an independent and autonomous telecom regulator of Nepal. Before joining NTA in April 2006, he was with the Department of Electrical and Electronics at Kathmandu University in Nepal in the capacity of Assistant Professor and Department In-Charge. He continues to be a visiting faculty at different universities in Nepal and teaches subjects related to Telecommunications and ICTs.

Mr Khanal has taken a number of training courses related to policy, regulation and management of Telecommunications/ICTs conducted by different international institutes of repute including ITU, PURC, APT and other regulatory agencies. He has also participated a number of seminars, workshops, meetings, symposia dealing with Telecommunications/ICTs.

Very active in the ITU plenipotentiary conferences, WRCs ,WTDCs and ITU-D study groups, Mr Khanal is one of the noted speaker in these fields, has given a number of key note address and served as a panelist and moderator in a number of panel discussions in and outside the country.

He has Bachelor of Engineering degree in Electronics and Communications, Master of Engineering in Optical Communication. He is a gold medalist in LLB from Tribhuvan University Nepal in 2009.

Besides engineering in the telecom and ICTs, he has deep interest in management and leadership and also in philosophy and spiritualism. His hobbies include trekking, listening to music, reading and writing.

Dato� Mohamed Sharil Mohamed Tarmizi was appointed as Chairman of the Malaysian Communications and Multimedia Commission (MCMC) effective 16 October 2011. He served as a Member of the Commission from 1 May 2006 for two terms during which time he was subsequently invited to join the MCMC as Chief Operating Officer on 16 June 2008 prior to his current appointment.

He brings with him a considerable number of years of experience in the legal field, communications and multimedia industry, as well as experience in the financial advisory and strategy consulting areas. He was the Executive Director and Head of Strategy in BinaFikir Sdn Bhd, a financial advisory and strategy consulting firm, prior to joining SKMM as the Chief Operating Officer.

In the international arena, Dato� Mohamed Sharil is recognised as an authority in the area of Internet Governance where he was appointed as Chairman of the Government Advisory Committee (GAC) from January 2003 to March 2007, as well as a Board Member in the Internet Corporation of Assigned Names and Numbers (ICANN) during the same period. At the end of his tenure, he was honoured by the GAC, the ICANN Board and the global internet community for successfully navigating the GAC and assisting ICANN through the challenging early years of the debates surrounding InternetGovernance at two United Nations World Summits on the Information Society in Geneva (2003)and Tunis (2005).

He has also worked with the World Trade Organisation (WTO) in the areas of capacity building and helping countries undergo regulatory reform in preparation for globalization. In particular, he was involved in the further development of the Telecoms Reference Paper for the Telecommunications Sector as well as the drafting of the Postal Services Reference Paper for the Postal and Express Delivery Sector. He was also one of Malaysia�s lead negotiators for the telecoms sector in various rounds of WTO negotiations as well was the various Trade or Economic Cooperation agreements that Malaysia has had, namely Japan, Australia and New Zealand.

He was also recently elected the Vice Chairman of the ITU Council�s Child Online Protection initiative, an initiative to address the ills of cyberspace particularly against young persons and children.
He also sits on the Board of Trustee of the International Multilateral Partnership Against Cyber Threats (IMPACT) and he was appointed to the Board of Directors of the Multimedia Development Corporation by Prime Minister Dato� Sri Mohd Najib Tun Razak.

He holds a Bachelor�s Degree in Law from University College of Wales, Aberystwyth and qualified as a Barrister from Gray�s Inn, England and Wales (UK).

Gabrielle Gauthey, Executive Vice President, Alcatel-Lucent

Gabrielle Gauthey is Executive Vice President, in charge of Global Government and Public Affairs for Alcatel-Lucent. She is also President of Gitep-Tics, the French telecom industry association.

Gabrielle Gauthey is a graduate of the Ecole Polytechnique and holds a postgraduate degree in economic analysis. She began her career with France Telecom. In 1990 she became General Secretary of the �Invest in France� agency. From 1995 to 1997 she was adviser to Fran�ois Fillon, Minister for Posts, Telecommunications and Space Affairs. From 1998 to July 2000 she was Deputy CEO of Sofirad and CEO of �Le SAT�, the first satellite-based operator of French-language digital TV and radio services in Africa. Till January 2003, she was Director of the Information and Communication Technologies Department at the Caisse des Depots et Consignations, responsible for investment in the� regional digital development� programme by mandate of the State.

From 2003 to 2008 she was Commissioner at the French Regulatory Authority for Electronic Communications and Posts (ARCEP).

A 30 year Intel veteran, holding a number of strategic sales, vertical marketing and technical management roles at Intel. In his current role he manages the World Ahead emerging market Telco strategy working specifically with Telco service providers, Government regulators and ecosystems to help increase broadband penetration and drive socio-economic growth through ITC and devices usage. He has Moderated many USF/Broadband events in ASIA, Central Eastern Europe, Latin America and Africa. He previously ran Intel�s IPTV Program office which developed the world-wide geography sales strategies and ecosystem engagements. One of his main focuses was ecosystem alignment for service delivery, OSS & BSS systems on Intel based standard servers to help service providers reduce the opex/capex and develop new revenue paths.

Ralph holds BS/EE/CS and has designed computer systems for the graphic arts industry prior to working at Intel Corporation.

Matt is a Partner at Analysys Mason where he leads the company�s broadband public policy work. He has advised governments on national broadband plans and implementation, including those in Singapore, Morocco, Brunei, Thailand, Ireland, Malta, and in the UK. He led the work that produced �A Guide to Broadband Investment�, published by the European Commission (EC) in 2011, and is currently working with the EC on the socio-economic benefits of bandwidth, and on measures to reduce the costs on high speed broadband infrastructure rollout. He has advised the European Investment Bank on broadband development in Euro-Mediterranean countries. He has advised regulators including Ofcom on competition issues in next generation networks, and operators and investors on next generation network strategy. Matt has been with Analysys Mason for over 15 years and holds a PhD in engineering from the University of Manchester.

Axel Leblois is the Founder and Executive Director of G3ict � the Global Initiative for Inclusive Technologies, an Advocacy Initiative of the United Nations Global Alliance for ICT and Development, launched in December 2006 in cooperation with the Secretariat for the Convention on the Rights of Persons with Disabilities at UN DESA, organizations of persons with disabilities and the private sector. Prior to founding G3ict, Axel Leblois spent over 20 years at the helm of information technology companies in the United States including as CEO of Computerworld Communications, CEO of IDC � International Data Corporation, President of Bull HN Worldwide Information Systems � Formerly Honeywell Information Systems, CEO of ExecuTrain and co-founder and President of W2i, the Wireless Internet Institute. Axel Leblois served as a Senior Fellow of UNITAR, the United Nations Institute for Training and Research, and is a founding trustee and treasurer of its North American affiliate CIFAL Atlanta. Axel Leblois holds an MBA from INSEAD and is a graduate of Sciences Po Paris. He lives in Atlanta, Georgia with his wife Christine where they raised their four children Lucie, Armand, St�phane and Benjamin.

Session 9: broadband implementation: country case studies

Magdalena Gaj is a licensed legal adviser / legal counsel and expert in telecommunications law. Since 2001 she has continually dealt with telecommunications issues and in particular with regulation and creating law in this area.

In 1998, she graduated from the Faculty of Law at the Maria Curie-Skłodowska University in Lublin. Between 1998-2001, she completed her post-graduate legal training and became a qualified legal adviser. At that time she worked for the legal chancellery.

In 2001, she started her career in the Office of Telecommunications Regulation, subsequently transformed into the Office of Telecommunications and Post Regulation and then into the Office of Electronic Communications. In 2005 she obtained the position of Director of Legal Department in UKE.

In 2009, she was appointed as Undersecretary of State in the Ministry of Infrastructure where she dealt with telecommunications and postal issues. Her activity was focused on amendments to the law which brought it in compliance with the European law and on introducing provisions which facilitate the development of telecommunications services and consumer protection. The switchover process to digital terrestrial television was among her priorities. Under her leadership the Plan for Digital TV Implementation in Poland, and subsequently the Act on digital terrestrial TV implementation were prepared and adopted by the Council of Ministers.

Thanks to Magdalena Gaj's efforts Poland become a member of the International Telecommunication Union (ITU) Council.

During the Polish Presidency in the Council of the European Union she was in charge of the Council work in the field of telecommunications. The team led by her negotiated with the European Parliament a compromise version of the first Radio Spectrum Policy Programme which harmonizes the frequencies in the 800 MHz band on the EU-wide scale for the purposes of electronic communications services and broadband Internet access.

In November 2011, Magdalena Gaj became Undersecretary of State in the Ministry of Administration and Digitisation where she continued her work previously done in the Ministry of Infrastructure.

On 27 January 2012, the Sejm (Lower Chamber of the Parliament) of the Republic of Poland appointed Magdalena Gaj as the President of the Office of Electronic Communications.

Dr Jankovic, IEEE member, received the B.Sc. (1975), M.Sc. (1990) and Ph.DEE (1999) degrees from the University of Belgrade, Faculty of Electrical Engineering, Department of Telecommunication. After fourteen years in the telecommunication industry, responsible for introducing new technologies and products, he joined the Community of Yugoslav PTT, in 1990, as Project leader in R&D Department responsible for development and implementation of appropriate access network architectures. He was a member of three EURESCOM Projects "Implementation Frameworks for Integrated Wireless - Optical Access Networks", "UMTS Radio Access" and "Open Service Access for 3G Mobile Networks". From December 2002 to March 2006 he was Director General of the Community of Yugoslav PTT. For Assistant Professor in Department of Telecommunication Dr Jankovic was elected on University of Belgrade, Faculty of Electrical Engineering. He has published more than 145 papers in Proceedings of International and Domestic Conferences and International (IEEE Communication Magazine) and Domestic Magazines. He is coauthor of the book "Access Networks". He is now with Republic Agency for Electronic Communication of the Republic of Serbia on position Director.

Mr. Mario Maniewicz is the Chief of the Infrastructure, Enabling Environment and E-Applications Department at ITU�s Telecommunication Development Bureau (BDT). His department is the focal point to assist developing countries in bridging the digital divide by promoting the use of ICT-based networks, services and applications, while ensuring the use of appropriate technologies to build or extend their information and communication infrastructure and adapt to the rapidly changing telecommunication/ICT environment. This includes the provision of guidelines and tools for the development of policy and regulatory frameworks, financing policies and strategies, development of telecommunication and IP-based networks, promotion of pervasive broadband deployment, digital broadcasting and spectrum management, as well as the use of reliable and cost-effective ICT applications while enhancing cyber-security. Mr. Maniewicz is also responsible for the Union's activities in the promotion of access and use of telecommunications and ICTs for groups that have been marginalized in their access to current mainstream ICT services, including women, youth, indigenous people, persons with disabilities and people living in remote communities.

Session 10: the regulatory consulting room: bringing it all together, fostering inclusive and sustainable growth

Mr Lizcano is the former Executive Director of the Communication Regulatory Commission of Colombia and Chair of GSR11.

Attorney of Universidad Javeriana, and Master of Laws with emphasis on Economic Regulation at the London School of Economics, Mr. Lizcano was appointed by the President of the Republic as commissioner of the CRC since 2008. He began his career as Legal Adviser at the Telecommunications Regulatory Commission, where he supported important projects including the opening of Long Distance Competition and Interconnection Regime, among others. He also acted as General Secretary of Telebucaramanga, served as adviser for various companies, and acted as Legal Adviser of the Minister of Communications on different projects and initiatives oriented to adapt the regulatory framework under a converged environment and promoting competition.

Dr Lucic has been the Executive Director of HAKOM since 2009. Before joining HAKOM, Mr. Lučić was working at Ericsson in Croatia, Western Europe and Israel for more than twenty years, eventually as Senior Sales Director toward a global telecommunications operator.

Mr. Lučić holds a Ph.D. degree from the Faculty of Electrical Engineering and Computing at University of Zagreb, Department of Telecommunication.

Before becoming the Telecommunications & Radiocommunications Regulatior in Vanuatu, Alan Horne completed a three year term as Director General of the Telecommunications Regulatory Authority (TRA) in Bahrain. This appointment followed a long and distinguished career in the telecommunications industry working with consumers, equipment suppliers, operators, regulators and Governments. In 2009 Alan was voted one of the Top most influential people in the Middle East. Under Alan�s leadership TRA Bahrain won, in Nov 2009, an award for the most progressive Regulator of the Year by the association of operators and iSPs in the 25 countries making up the SAMEA Region (Southern Asia, Middle East and Arica). In December 2009 CommMEA announced that TRA Bahrain was Regulator of the Year.
Alan has acted as a senior advisor, to Ministers, Regulators and Boards of companies throughout Europe Middle East and Africa, in developing policy and liberalising telecommunications and broadcasting markets. Alan has played an active role in Europe in the formative years of liberalisation participating in and chairing working groups for the European Commission and the European Telecommunications Standards Institute. (ETSI). He has an in-depth experience in all aspects of regulation leading to the development of a sustained competitive environment.

He has been President of the Arab Network of 18 Regulators, Chairman of Eurostrategies a Belgium based consulting firm, Chairman and Managing Director of InterConnect Communications a regulatory consulting firm he founded in 1984 and sold to Telcordia Technologies of the USA in 2001.

Alan is an experienced Chairman, Board Member and CEO and has a proven track record of building consensus resulting in decisions which takes forward policy and business.

Mr Lau is the Assistant Director (Regulatory) in the Office of the Communications Authority (OFCA) and is currently responsible for overseeing the regulation and licensing of public telecommunications services, enforcing licence conditions and administering the telecommunications numbering plan.
OFCA is an executive arm of the Communications Authority (CA). As an independent unified regulator for both telecommunications and broadcasting sectors, the CA was established on 1 April 2012, by assuming the powers and functions of the former Broadcasting Authority and Telecommunications Authority.

Mr Lau graduated from the University of Western Ontario Canada in 1979. He joined the former Office of the Telecommunications Authority (OFTA), the executive arm of the Telecommunications Authority, in 1981 and has been working in the radiocommunications and telecommunications field since then.
