The Meeting is membership-and contribution-driven and is open to:

1. Administrations of ITU Member States and ITU-D Sector Members of the region
    
2. United Nations, UN Specialized Agencies and the International Atomic Energy Agency
    
3. Regional telecommunication organizations
    
4. Intergovernmental organizations operating satellite systems
