This Technical Report provides guidelines for SIM Registration, identity and Biometrics in relation to security. It looks at the various approaches, processes and components with associated controls on security. For each process or aspect, some of the common approaches or options are provided, discussed and reviewed so any organizations, institutions or countries able to select the approaches that fit their situation or to improve on their current SIM, use of identity and biometrics. This report will also cover the approaches used to audit, assess or test SIM, use of identity, biometrics and associated data as this is an important aspect of maintaining the integrity and effectiveness of the use of SIMs and SIM Registration.
SIM is like a second or alternative identity. Many countries, organizations, platforms (including social media network) have and use it. Indeed, most organizations use some form of MFA which is tied to SIM. Our objective is sharing the security guidelines for the process and the audit of SIM related databases or systems. This ranges from using text information (traditional KYC such as name/dob), along with pictures/images, biometrics, and other information to provide levels of assurance and confidence in records related to SIMs.
