Summary: This Recommendation covers principles of tariff regulation on data services. Members States and NRAs should consider the use of these principles to ensure equitable access to the Internet and transparent pricing practices beneficial to consumers and operators of data services. These guidelines are a starting point for telecommunications /ICTs regulators. Member States and NRAs should take into account their specific national or regional conditions when using this Recommendation.
