Framework and functional requirements of a greenhouse gas emissions management system using digital technology for the public sector
With the frequent occurrence of extreme climate events around the world, it has become a global consensus to deal with climate change, and countries have stepped up efforts to manage and control their greenhouse gas (GHG) emissions. The rapid development of information and communication technology (ICT) provides an effective tool for GHG management. By applying big data, cloud computing, and other ICT to build a greenhouse gas emissions management system (GHGEMS), the public sector can more accurately quantify, monitor and manage regional GHG emissions, thereby achieving data-driven decision support. Recommendation ITU-T L.1490 proposes a GHG emissions management using ICT for the public sector, and specifies the requirements for system construction principles, framework and functional requirements.
